Dubai Land Department (DLD) Fees: Complete Breakdown for Buyers
Every property transaction in Dubai passes through the Dubai Land Department (DLD), the government authority that registers ownership, records mortgages, and safeguards the rights of all parties. Understanding the fees involved is essential before you sign a Sales and Purchase Agreement (SPA) -- because the purchase price is only part of what you will pay at closing.
At ATAM Properties, we provide every client with a detailed cost sheet before they commit to a purchase. This guide breaks down every DLD-related fee you should expect in 2025, with worked examples on properties at three different price points.
What Is the Dubai Land Department?
The DLD was established in 1960 and is the government body responsible for all real estate registration and regulation in the emirate. Its responsibilities include:
- Registering property ownership transfers and title deeds
- Overseeing the Real Estate Regulatory Authority (RERA)
- Managing the Ejari tenancy contract system
- Operating the Dubai REST app for digital transactions
- Maintaining the official property valuation records
All fees charged by DLD are fixed by decree and non-negotiable. No agent, developer, or buyer can waive or discount them.
DLD Transfer Fee: 4% of Property Value
The single largest government fee is the transfer fee, set at 4% of the property's sale price (or the DLD valuation, whichever is higher). This is payable at the time of ownership transfer.
Who Pays the 4%?
By default, the 4% is split equally between buyer and seller -- 2% each. However, in practice:
- Off-plan purchases from developers: The buyer typically pays the full 4%. Most developers include this in their cost breakdown from day one.
- Secondary/resale market: Negotiable. The standard expectation is a 2/2 split, but the full 4% is sometimes shifted to the buyer or seller depending on market conditions and negotiation.
- Developer promotions: Some developers offer to pay the DLD fee as a launch incentive. Always verify whether this is a genuine waiver or simply rolled into the price.
The transfer fee is paid via manager's cheque or bank transfer at the DLD Trustee office on the day of transfer.
Registration Fees
In addition to the 4% transfer fee, DLD charges registration fees based on the property value:
- Properties valued under AED 500,000: AED 2,000 registration fee
- Properties valued at AED 500,000 or above: AED 4,000 registration fee
- Administrative fee (all transactions): AED 580
These fees apply to every sale transaction regardless of whether the property is off-plan, ready, freehold, or leasehold.
Mortgage Registration Fee
If you are financing your purchase with a UAE bank mortgage, additional DLD fees apply:
- Mortgage registration fee: 0.25% of the loan amount
- Administrative fee: AED 290
For example, on a mortgage of AED 1,500,000, the registration fee would be AED 3,750 plus AED 290 -- a total of AED 4,040.
Title Deed Issuance
Once the transfer is complete, DLD issues a title deed (Mulkiya) to the new owner:
- Title deed issuance fee: AED 250
For off-plan properties purchased through the Oqood system, the title deed is issued at handover when the Oqood registration converts to a permanent title.
Agent Commission
The standard real estate agent commission in Dubai is 2% of the purchase price plus 5% VAT on the commission. This is regulated by RERA and applies to both buyer-side and seller-side agents.
When you work with ATAM Properties, our commission is transparent and agreed in writing before any transaction. There are no hidden charges or surprise fees at closing.
Trustee Office Fee
All property transfers in Dubai must be processed through a DLD-approved Trustee office. The trustee verifies documents, collects fees, and facilitates the actual transfer. Trustee fees are:
- Properties valued under AED 500,000: AED 2,000 + 5% VAT = AED 2,100
- Properties valued at AED 500,000 or above: AED 4,000 + 5% VAT = AED 4,200
- Mortgage transactions: Additional AED 1,000-1,250 + VAT for mortgage processing
Developer NOC Fee
For resale transactions, the developer must issue a No Objection Certificate (NOC) confirming no outstanding service charges or fees. NOC charges vary by developer:
- Emaar: AED 500-1,000
- DAMAC: AED 1,000-5,000
- Nakheel: AED 500-1,000
- Dubai Properties: AED 1,000-2,000
- Other developers: AED 500-5,000 (varies widely)
The NOC fee is typically paid by the seller, though this is negotiable. Processing time is usually 5-10 business days.

- Manager's cheque: The traditional method, issued by your bank in favour of the DLD
- Bank transfer: Direct transfer to DLD's account
- Dubai REST app: Some fees can now be paid digitally through DLD's official app
- Credit card: Available at some Trustee offices for certain fees (additional processing charges may apply)
Fee Reductions and Waivers
In rare cases, fee reductions apply:
- Family transfers (first-degree relatives): Transfer fee reduced to 0.125% of property value
- Property gifting between spouses: Same reduced rate of 0.125%
- Developer promotions: Some developers absorb the 4% DLD fee during launch periods -- always get this confirmed in writing within the SPA
