How We Evaluate Off-Plan Projects

Dubai launches dozens of new off-plan projects every month. Most are decent; a handful are exceptional. With over AED 500 billion worth of projects currently under construction according to the Dubai Land Department, the challenge for investors is not finding options — it is filtering them down to the few that offer genuine value.

We evaluate every project across five criteria before it makes our list:

  1. Developer track record: Delivery history, RERA registration status, financial stability, and investor reputation. We check RERA records for escrow compliance and construction progress reporting.
  2. Location fundamentals: Proximity to metro, schools, healthcare, retail, and employment hubs. We cross-reference against planned infrastructure (Blue Line, Gold Line, Etihad Rail) for future upside.
  3. Pricing vs. comparables: Is this project priced below, at, or above similar projects in the same area? We compare per-square-foot rates against completed stock.
  4. Payment plan flexibility: Post-handover plans (60/40, 70/30) reduce investor risk. We favour projects where a significant portion is payable after completion.
  5. Expected yield: Based on current rental rates in the area, what gross rental yield can an investor expect at handover? We require a minimum 6% projected gross yield for a project to make this list.

The Top 10: Ranked by Overall Investment Value

1. Emaar The Valley Phase 3

Location: Dubai–Al Ain Road | Type: 3–4 bed townhouses | Starting Price: AED 1.8M | Payment Plan: 80/20 | Expected Handover: Q4 2027 | Projected ROI: 6.5–7.5%

The Valley has been Emaar's bestselling townhouse community since its 2022 launch. Phase 3 introduces larger plots with private pools, a dedicated town centre with retail and F&B, and proximity to the planned Valley Mall. Townhouse communities in Dubai consistently outperform apartments in capital appreciation — similar Emaar communities like Arabian Ranches have seen 40–50% value gains over five years. The 80/20 payment plan (80% during construction, 20% on handover) makes this accessible for investors with moderate upfront capital. The Dubai–Al Ain Road corridor is seeing substantial infrastructure investment, with future metro connectivity planned.

2. DAMAC Islands — Lagoon Villas

Location: Dubailand | Type: 4–6 bed villas | Starting Price: AED 2.6M | Payment Plan: 60/40 (no DLD fee) | Expected Handover: Q2 2028 | Projected ROI: 6.0–7.0%

DAMAC is building an entirely new island-themed community with crystal lagoons, on-site international school, and a full retail precinct. The standout here is the payment plan: 60/40 post-handover with DAMAC absorbing the 4% DLD registration fee — a saving of AED 104,000+ on a villa. For families seeking end-user value with investment potential, this is the strongest villa proposition currently on the market. Villas above AED 2M qualify for the UAE Golden Visa.

3. Sobha Siniya Island

Location: Umm Al Quwain | Type: Villas and mansions | Starting Price: AED 7M | Payment Plan: 70/30 | Expected Handover: Q4 2028 | Projected ROI: 4.5–5.5%

Sobha Realty's ultra-premium natural island project features 400 limited-edition villas surrounded by pristine mangroves and beaches. This is not a yield play — it is a capital appreciation and lifestyle investment for high-net-worth individuals. Sobha's construction quality is widely considered best-in-class in the UAE, and the limited supply (only 400 units on the entire island) creates inherent scarcity value. Comparable island projects like Palm Jumeirah villas have appreciated 60–80% over five years.

4. Binghatti Mercedes-Benz Places

Location: Downtown Dubai | Type: Branded apartments | Starting Price: AED 2.5M | Payment Plan: 60/40 | Expected Handover: Q4 2027 | Projected ROI: 5.5–6.5%

The Mercedes-Benz brand commands 25–35% resale premiums according to Knight Frank research. Located in Downtown Dubai near Burj Khalifa, this project benefits from both the branded residences premium and arguably the best location in the city. Read our full Binghatti developer profile for detailed analysis. Resale units are already trading above launch prices, confirming strong market demand.

5. Aldar Haven

Location: Dubailand | Type: 1–3 bed apartments | Starting Price: AED 750K | Payment Plan: 60/40 | Expected Handover: Q1 2028 | Projected ROI: 7.0–8.0%

Aldar Properties — Abu Dhabi's largest developer — has entered Dubai's market with a competitively priced community that leverages institutional-grade delivery standards. Aldar's track record includes Yas Island, Saadiyat Island, and Reem Island in Abu Dhabi, all delivered to high standards. The Dubailand location offers strong rental demand from families and young professionals priced out of central Dubai areas. At AED 750K for a one-bedroom, this represents one of the best entry points from a top-tier developer.

6. Nakheel Palm Jebel Ali — Beach Residences

Location: Palm Jebel Ali | Type: 1–3 bed apartments | Starting Price: AED 1.2M | Payment Plan: 70/30 | Expected Handover: Q3 2028 | Projected ROI: 6.0–7.0%

Nakheel's revival of Palm Jebel Ali is one of the most ambitious mega-projects in Dubai's history. The original Palm Jebel Ali was designed to be twice the size of Palm Jumeirah, and Beach Residences represents the first residential launch on this revived island. For investors, this is a rare opportunity to buy into a landmark project at launch pricing — Palm Jumeirah early buyers saw 200–300% appreciation over the island's development cycle. The 70/30 post-handover plan reduces upfront risk.

7. Azizi Venice Phase 4

Location: Dubai South | Type: 1–2 bed apartments | Starting Price: AED 600K | Payment Plan: 60/40 | Expected Handover: Q2 2028 | Projected ROI: 8.0–9.5%

Azizi Developments' Venice-inspired canal district in Dubai South offers the best entry-level pricing near the Al Maktoum International Airport expansion zone. Dubai South is designated as the “city of the future,” with Expo City, logistics hubs, and the expanded airport all driving employment and residential demand. At AED 600K for a one-bedroom, this project offers the highest projected rental yield on our list.

8. Samana Waves 2

Location: JVC | Type: Apartments with private pools | Starting Price: AED 580K | Payment Plan: 50/50 | Expected Handover: Q1 2027 | Projected ROI: 8.5–10.0%

Samana's private-pool-in-every-unit concept has generated extraordinary buyer demand and strong short-term rental performance. Units in the first Samana Waves are achieving AED 350–500 per night on holiday home platforms — far exceeding conventional rental yields. JVC's upcoming Gold Line metro station will further boost this area's appeal. At AED 580K with a 50/50 payment plan, the barrier to entry is among the lowest for any quality project in Dubai.

9. OMNIYAT The Lana Residences

Location: Business Bay | Type: Ultra-luxury apartments | Starting Price: AED 5M | Payment Plan: Construction-linked | Expected Handover: Q4 2027 | Projected ROI: 4.0–5.0%

OMNIYAT has established itself as Dubai's premier ultra-luxury developer, and The Lana Residences — managed by Dorchester Collection — targets the AED 200,000+ per year rental tier. This is not a high-yield investment; it is a capital preservation and prestige play for investors who want exposure to Dubai's expanding ultra-high-net-worth resident base. OMNIYAT's previous project, One at Palm Jumeirah, set records for Dubai's most expensive apartment sale.

10. Emaar Creek Rise

Location: Dubai Creek Harbour | Type: 1–3 bed apartments | Starting Price: AED 1.3M | Payment Plan: 80/20 | Expected Handover: Q2 2028 | Projected ROI: 6.5–7.5%

Dubai Creek Harbour is widely regarded as the next Downtown — a waterfront mega-development by Emaar anchored by the planned Dubai Creek Tower. Creek Rise offers competitive entry pricing into this maturing community, with the upcoming Blue Line metro station at Creek Harbour providing the connectivity piece that has been missing. One-bedroom apartments in early Creek Harbour phases have already appreciated 25–30% from launch prices.

How to Choose the Right Off-Plan Project for You

The right project depends entirely on your budget, risk tolerance, and investment timeline. Here is our framework:

Budget Under AED 1 Million

Focus on Samana Waves 2 (AED 580K), Azizi Venice Phase 4 (AED 600K), or Aldar Haven (AED 750K). These projects offer the highest rental yields and lowest barriers to entry. Ideal for first-time investors or those building a diversified portfolio of multiple smaller units.

Budget AED 1–3 Million

Consider Nakheel Palm Jebel Ali (AED 1.2M), Emaar Creek Rise (AED 1.3M), Emaar The Valley Phase 3 (AED 1.8M), or Binghatti Mercedes-Benz Places (AED 2.5M). These balance capital appreciation potential with solid rental yields. Projects above AED 2M qualify for the Golden Visa.

Budget Above AED 3 Million

Look at DAMAC Islands (AED 2.6M for villas), OMNIYAT The Lana (AED 5M+), or Sobha Siniya Island (AED 7M+). These are lower-yield but higher-appreciation plays, suited to experienced investors or end-users seeking premium lifestyle properties.

Risk Factors Every Off-Plan Buyer Must Consider

Off-plan investment in Dubai is regulated by RERA and the Dubai Land Department, which provides significant protection — but risks remain:

  • Delivery delays: Even top developers can face 6–12 month delays. Stick to developers with strong delivery records.
  • Market cyclicality: Dubai property values are cyclical. A 3–5 year hold period is recommended to ride out any short-term corrections.
  • Currency exposure: The AED is pegged to the USD, so non-dollar investors carry exchange rate risk.
  • Over-supply in specific areas: Some areas (Dubai South, International City) have large pipelines. Focus on projects from top-tier developers in these areas.

Always verify a project's RERA registration and escrow status before committing. ATAM Properties performs this due diligence as standard for all our clients.
